There are no commonwealth laws in Massachusetts prohibiting the scattering of ashes.

Scattering remains on bodies of water in national parks requires permission from the chief park ranger.

You may scatter remains in the ocean within a three-mile limit. Beyond the three-mile limit requires reporting the scattering within 30 days to the U.S. Environmental Protection Agency.

And not to be obvious, but scattered ashes mean that: no chucking a container into the brush or water; the ashes must be fully distributed from their container, whether you choose to scatter ashes at sea, onto land or over land. Locate the identification label or numbered disc inside the urn. Keep this label or disc or dispose of it in the garbage.
